財劃法修正後 卓榮泰：地方自治事項回歸地方政府處理
Newtalk新聞 新版財劃法去年三讀通過後，中央政府必須釋出4165億的財源給予地方政府，連帶影響統籌分配稅款和一般性補助款的分配比例。台北市長蔣萬安今（28日）赴行政院會反映此事，行政院長卓榮泰強調，為避免影響到國防、外交、科技發展和整體經濟政策，不得不做一些必要的調整；他強調，地方所屬的學校電費、地方公有建物的耐震改善等，回歸地方自治領域；污水下水道、縣市管道路等，則原則保留協助50%；但重大施政項目仍會以中央支應居多。 蔣萬安近日為了一般性補助款再槓中央，質疑主計總處擴大解釋一般性補助款「總額不變」，藉此砍個別縣市的一般性補助，他今天特別列席行政院會反映此事。主計總處回應，新版財劃法規範中央政府給予地方政府的一般性補助款總額不得少於修法前，並非指個別縣市政府的數額，台北市政府卻擴大解釋。 卓榮泰今天在院會表示，中央政府115年挹注各地方政府的財源不會少於114年的2501億，整體的挹注財源更是歷史新高，這是為了確保財劃法調整後，屬於地方的教育、社福和基本設施能夠繼續維持。 卓榮泰指出，目前共分三項，第一是重大施政項目，還是很多由中央支應；第二是中央跟地方共同分擔的，例如污水下水道、縣市管的道路或漁港設施、地方藝文，中央會保留50%的額度協助。若地方財政有困難，在年度當中還是可以適度檢討，原則上是50%。 卓榮泰強調，回歸地方制度精神負擔的部分，屬於地方自治事項，例如：地方所屬學校的電費、地方公有建築物耐震的改善經費、部分廢棄物清理費等。但有關於低收、中低收入戶，身心障礙及弱勢族群的經費需求，籲請各縣市政府依統籌稅款優先編列支應，不要影響到弱勢族群。 卓榮泰也請主計總處跟各縣市的主計處人員再詳細說明：第一，時間上，請大家諒解；第二，效率上，請大家能夠配合。未來整個申請流程，主計總處會設計一套新的簡化流程，快速滿足地方。在未來申請案或計畫補助，行政院絕對不會有政治考量；過去一年中，各地方政府無論哪個黨派跟行政院談，政院沒有一項不答應的事。 最後，卓榮泰強調，團隊考量的是「均衡台灣」，如何把財政級距比較差的、弱勢能拉起來；在其他重要的地方施政方面，都是中央建設延續的一環，不會有政治考量，請各縣市首長放心並共同監督。延伸閱讀：北市府擬用中國機器狗巡路 數發部：至今沒接獲申請遭批內閣改組「小風吹」 卓揆：給我們時間，我們有信心此波內閣改組的正副首長可望達9人 預計8/28宣布「部長加次長」改組傳多達15人異動 財經雙箭頭：龔明鑫和葉俊顯蔣萬安赴行政院會轟取消補助學校電費！避談中國製機械狗、拆除公館圓環 端出16人新名單！卓榮泰：希望大家用鼓勵心情看待新面孔
