對台10項措施「舊瓶裝舊酒」 陸委會：與我民選政府展開對話協商
Newtalk新聞 大陸委員會副主任委員沈有忠今（17）日參加東海大學中國大陸區域發展研究中心舉辦的「鄭習會對台灣地方選舉與統獨勢力消長的影響」座談會，強調中共在「鄭習會」後公布的10項促進兩岸交流合作政策，有強烈「促統、促融」的政治前提，本質上是「舊瓶裝舊酒」，顯示中共已「黔驢技窮」。他強調，如果北京真有善意，可以直接依循正常管道、在不預設任何政治的前提下，與我民選政府展開協商對話，而不是利用在野黨放話。 沈有忠指出，包括農漁產品輸陸、觀光自由行的開放、及兩岸航點航班等議題，兩岸早有官方的協商機制，都是中共以政治因素單方面喊停，或刻意不執行協議。中共單方面破壞兩岸交流與互信在先，現在又拿出舊的政策，說要釋放善意，根本是極度廉價的騙局。而且，在台灣農漁產品輸陸的議題，甚至要求必須建立在堅持「九二共識」、反對「台獨」的政治前提才願意溝通協商。事實上，政府早已強調，兩岸同屬WTO會員，對於兩岸貿易分歧等問題，雙方應透過WTO及既有協議等機制展開官方協商。中共此舉再再凸顯只是把台灣農漁產品當成統戰工具，必須同意中共設下的政治前提才能開放。這種「說開就開、說斷就斷」的對台政策，如同過往對台灣農漁業「養套殺」的伎倆，完全稱不上是「惠台」，更像是「害台」。 沈有忠強調，中共一貫對台採取「和戰兩手」策略，此次國民黨主席鄭麗文訪中期間，中共軍機艦持續擾台，甚至在東海、黃海實施管制與實彈射擊的演練，威嚇意味十足。「鄭習會」後刻意公布10項對台政策措施，又說成是和平、惠台，其實就是把在野黨當成棋子，企圖達到統戰與分化台灣的目的。中共堅持相關對台政策必須在「九二共識」、反對「台獨」的政治前提下才能落實，但「一國兩制」、「一中原則」的「九二共識」，早已被台灣絕大多數民意拒絕。這次透過「鄭習會」發布的「大禮包」，仍要強加「九二共識」的外衣，若是天真、鄉愿的接受，長遠來看，只會傷害中華民國主權和台灣人民自由民主的生活方式。 沈有忠表示，這次公布的10項對台政策措施，多數可以在兩岸既有的協商機制上展開溝通。如果北京真有善意，可以直接依循正常管道、在不預設任何政治前提下，與我民選政府展開協商對話，而不是利用在野黨放話。 沈有忠最後提出兩點呼籲： 第一、中共這種「強加政治前提」、「開了又斷、斷了又開」的對台政策充滿政治算計，對兩岸關係正向發展毫無助益。呼籲中共正視中華民國的存在，相關政策直接與我民選政府對話協商。 第二、中共只和特定政黨對話，企圖分化台灣社會，是對台灣統戰分化的伎倆。呼籲在野黨看清中共意圖消滅中華民國、併吞台灣的野心，不要成為中共對台統戰的傳聲筒，與政府共同守護國家主權與安全。延伸閱讀：鄭麗文訪中花480萬由民主基金會補助？梁文傑：蠻訝異的「鄭習會」重申關鍵訊息 連勝文：台灣意識不等同台獨主張鄭麗文路線確立？連勝文：要長期溝通 勝選才能證明重申九二共識擱置爭議本質 連勝文：認同「中國」因有中華民國臍帶中共致函我方盡快全面恢復客運直航 陸委會：無立即開放的需要
