法總理正式遞辭呈 馬克宏近日任命新人選

Newtalk新聞 法國總理白胡一如各界預期在國會信任投票中受到重挫,今天正式向總統馬克宏請辭。艾里賽宮(Élysée)表示,馬克宏將於近日任命新總理。 法國公債目前約達3.4兆歐元(約新台幣121兆元),為國內生產毛額(GDP)的114%,負債程度在歐元區僅次於希臘和義大利。 白胡(Francois Bayrou)先前提出預算案,希望撙節440億歐元以減少赤字,並取消兩個國定假日,但這項計畫引發反對派和諸多民眾不滿,白胡於是提出信任投票,結果慘敗。 在法國國會下議院「國民議會」(National Assembly)信任投票中,364名議員對白胡政府投下不信任票,只有194人投下信任票。 白胡今天下午赴艾里賽宮向馬克宏(Emmanuel Macron)遞交辭呈,他在任僅9個月,成為一年來第3位下台的法國總理。 法國新聞台(franceinfo)引述一名顧問說法報導,馬克宏正尋找一名和「五腳羊」一樣稀有難覓的新總理人選,這個人必須能與左派溝通,尤其是社會黨(PS),但又不能觸怒右派。 與此同時,馬克宏本人也成為在野黨抨擊的箭靶。 最大反對派、極右翼的「國民聯盟」(RN)呼籲盡速解散國會,重新選舉。「國民聯盟」領袖瑪琳.雷朋(Marine Le Pen)表示:「從法律、政治甚至道德角度來看,解散國會並非馬克宏的選項,而是義務。」 社會黨國民議會黨團主席瓦洛(Boris Vallaud)說,馬克宏的做法導致這場僵局,社會黨要提出一套不同於馬克宏路線的政策,避免頻繁引用憲法第49條第3項(49.3),即不經國會表決就強行通過法案。 極左翼「不屈法國」(LFI)領袖梅蘭雄(Jean-Luc Mélenchon)聲稱馬克宏才是這場危機的始作俑者。梅蘭雄昨晚說:「白胡垮台,這是人民的勝利和解脫。馬克宏如今站在面對人民的第一線,他也該下台。」梅蘭雄也呼籲大眾響應本月10日全面封鎖的罷工行動。 「不屈法國」國民議會黨團主席帕諾(Mathilde Panot)說,國家現在的問題是馬克宏是否下台,「我們不要又一個繼續執行同一套政策的總理,嘗試挽救馬克宏大兵的人都會和他一起完蛋」。 右派共和黨(LR)領袖瓦奎茲(Laurent Wauquiez)則堅決反對下一任總理由「唯恐天下不亂」的極左翼人士出任,但也主張與「未必有同樣想法的人妥協」。 馬克宏承諾近日任命新總理,意味著他無意下台,暫時也不會解散國會。法國下一任總理面臨的艱鉅挑戰,仍是要在一個沒有任何政黨占多數的分裂國民議會中通過預算案。延伸閱讀:蔡筱穎觀點》法國政治又動盪 總理遭不信任投票罷免 下一個下台的是「他」?
