響應釋昭慧號召普發1萬捐國家 台灣教授協會：證明台人並非｢貪財｣
Newtalk新聞 行政院日前通過《因應國際情勢強化經濟社會及民生國安韌性特別條例》，並宣布全民普發現金1萬元的相關辦理方式，預估最快10月下旬開始發放。對此，台灣教授協會示警，舉債發放不僅潛藏對國家財政紀律的長期傷害，更可能引發深層的社會問題，台灣教授協會為此提出二點嚴正聲明。 台灣教授協會指出，面對立法院違憲通過全民普發1萬，為了維繫憲政體制形式的合法性，行政院提出「中央政府因應國際情勢強化經濟社會及民生國安韌性特別預算案」之「發放現金每人1萬元」，和過去普發現金是由行政部門先精算再提出預算案不同，此次由案於立法院提案之初，並未精算政府可動用之現金部位，行政院提出的因應，便無法避免舉債發放模式。 台灣教授協會續指，如此不僅潛藏對國家財政紀律的長期傷害，更可能引發深層的社會問題，行政院及有識之士之前就提出警訊。根據目前的資訊，台灣教授協會以學術專業與公民責任之立場提出「一、 財政紀律之崩潰與惡性循環」、「二、 增設選項：以公民自覺守護國庫」等二點嚴正聲明。 台灣教授協會說明，立法院強行通過此類未經年度預算程序審查的額外支出，並迫使政府以舉債方式支應，此種行為不僅可能違反《預算法》之精神，更可能為日後「債留子孫」的惡性循環開啟先例。本次舉債的模式，是對國家財政紀律的嚴重挑戰。普發現金的預算，是透過「特別預算」的形式編列，並透過特別預算大額舉債來支應。 台灣教授協會警告，這種寅吃卯糧的財政模式，無疑是透支未來，犧牲下一代的福祉來換取短期的政治利益。當國家債務增加，未來政府可用於社會福利、教育、醫療等重要公共服務的預算就會被嚴重壓縮。這些服務的削減對中低收入家庭的影響最為直接，因為他們更依賴這些公共資源。 台灣教授協會表示：「針對目前普現金已成定局，我們響應玄奘大學釋昭慧教授及『搶救國庫大聯盟』的訴求，強烈呼籲行政院在現行五種發放模式之外，增設第六個選項：『拒領一萬，轉入國家續命專款』。此專款應有明確且嚴格的用途限制，僅能在國家面臨重大災難或外敵侵略時動用，嚴禁挪作他用。」 台灣教授協會強調，這不僅僅是一個選項的增加，更是賦予公民將個人自覺轉化為國家守衛的機會。它讓每一位不願「債留子孫」的民眾，能夠以具體行動表達對國家永續發展的關切與承諾。這將是一場由下而上的公民運動，證明台灣人民並非「貪財」，而是願意為國家的長遠未來承擔責任。台灣教授協會將持續關注此案的後續發展，為維護國家健全體質而努力。延伸閱讀：釋昭慧拒領普發1萬籲增「捐給國家」選項 行政院：審慎研議可能性全民搶救國庫？釋昭慧提拒領方案 綠委：行政院應設專戶專款專用釋昭慧號召普發1萬捐國家 藍委批：出家人要六根清淨、政治少碰盧秀燕怨白跑一趟 行政院：中央大幅挹注台北台中、能好好照顧市民釋昭慧號召「拒領一萬，轉入國家續命專款」 朝野不同調行政院回應立委吳宗憲質疑：韌性特別預算與財劃法無關 政策宣傳必要且合理
