質疑高雄幣普及率低、資安風險高 李雅靜轟：恐淪「公有洗錢中心」
Newtalk新聞 高雄市議會16日進行研考會業務質詢，市議員李雅靜針對「高雄幣」政策提出強烈質疑，直指政策推動成效不彰，不僅市府官員持有率偏低，民間認知度更是嚴重不足，並警告若系統遭駭客入侵、竄改數據，恐導致高雄幣大量異常產生並兌換為法定貨幣，形同形成「公有洗錢中心」，對市府財政與公信力造成重大衝擊，要求市府全面檢討並提出具體改善方案。 李雅靜在質詢一開始即要求現場官員舉手表達是否持有高雄幣，現場結果顯示，除高雄市政府資訊處處長劉俊傑外，幾乎無人使用，包括主管機關的高雄市政府研考會主委陳博洲與副主委何宜綸亦未曾使用。她指出，這樣的比例與她基層走訪的結果一致，「連市府官員都不使用，更何況一般市民」，顯示政策推動明顯失敗。 根據研考會報告，目前數位市民平台會員數已突破6萬人，但李雅靜指出，相較高雄市約270萬人口，占比僅約2%，普及率明顯偏低。她批評，報告中所稱「數位服務已深植市民生活」，與實際情況落差甚大，質疑研考會「是否活在平行時空」。 李雅靜進一步指出，高雄幣可依1比1匯率兌換一卡通iPASS MONEY儲值金或超商禮券，實質上已具備接近法定貨幣的流通效果。她質疑，其發行機制與管理方式，要求研考會說明高雄幣的產生方式、年度發行總量及目前流通金額。 對此，研考會主委陳博洲回應，高雄幣並非虛擬貨幣，比較接近紅利點數性質，由資訊處依活動與獎勵方案發放，不具去中心化挖礦機制。 在資安層面，李雅靜也提出嚴正警告，指出若系統遭駭客入侵、竄改數據，恐導致高雄幣大量異常產生並兌換為法定貨幣，形同形成「公有洗錢中心」，對市府財政與公信力造成重大衝擊。 對此，高雄市政府資訊處處長劉俊傑說明，涉及安全等級較高的系統，上線前均會進行滲透測試，並由政府核可的白帽駭客協助檢驗，同時符合ISO 27001資訊安全管理標準，並透過產官學稽核機制，定期檢視系統運作狀況，以期從技術與制度雙軌強化風險防範。 李雅靜認為，上述說法過於空泛，未能實質回應「如何確保不被駭客入侵、如何防止成為公家洗錢漏洞」的核心問題。針對高雄幣未來發展，李雅靜也提出五大改革建議，包括建立流通數據公開機制、明確揭露匯率與使用規則、強化跨局處合作推廣、深化與在地產業及公共運輸結合，以及強化個資保護與資安應變機制。 李雅靜主張，應結合經發局、觀光局等單位，將演唱會經濟的夜市券數位化，以高雄幣發放，不僅可合乎環保減少紙本印製，也能讓消費效益延伸到全市各行政區，並納入捷運、輕軌、大眾運輸、農特產與文創商品等使用領域，建立真正屬於高雄的庶民經濟與地方循環體系。 李雅靜強調，研考會投入大量預算推動高雄幣，但目前在認知度、使用率及實際效益上均未達預期，已影響市民對市府數位轉型政策的信任。她要求市府正視問題，儘速提出務實改善對策，讓高雄幣真正成為「市民有感、有用」的數位工具，而非流於形式的政策。最後李雅靜要求研考會針對高雄幣的流通監督、資安機制、兌換規則、在地應用與個資保護等五大面向，於一週內提出完整書面回覆。延伸閱讀：高市青年局「高速青春」培力計畫啟動！ 金曲金鐘講師領銜師資群專論》從證據法完備立法推動台灣司法改革(影)《矢板明夫Newtalk》國民黨以前怎麼裝竊聽器逮人？ 民主鬥士：打完你後罵你為什麼反國民黨管仁健觀點》國民黨還敢再搞一次「奶精好油」嗎？鄭麗文訪中480萬全民買單 黃捷要求民主基金會堅守國家立場拒核銷
