華府智庫「捍衛民主基金會」17日公開「中國對台灣能源命脈的脅迫：一場台灣和西方都輸不起的博弈」兵推報告，並於華府舉行座談。中央社記者鍾佑貞華盛頓攝 114年11月18日 圖：中央社提供 Newtalk新聞 台灣能源高度依賴進口，華府智庫今天提供強化能源韌性建議，包括投資小型模組化反應爐技術，及美軍進行護航操演、為前往台灣的船隻換掛美國國旗等。此外，日本戰略庫存能源也可在危機時為台灣提供短期補充。 「捍衛民主基金會」（Foundation for Defense of Democracies，FDD）今年夏天在台灣與台電公司等單位進行兵推，測試中共如何從對台施壓外交和經濟壓力升級到阻止台灣的能源進口。 FDD專家也與歐洲政府官員、相關產業及美國國會兩黨的幕僚進行後續兵推，今天公開「中國對台灣能源命脈的脅迫：一場台灣和西方都輸不起的博弈」報告，下午於華府舉行座談。 報告建議，台灣除了購買自己的液化天然氣（LNG）船外，也應考慮採購更多美國LNG，以推進能源安全並深化台美政治關係。美國政府可透過外交、政治與金融支持，協助台灣推動能源基礎設施建設，並依據「歐洲能源安全與多元化法」（European Energy Security and Diversification Act）將台灣指定為受益國。 報告也說，美國海軍應優先規劃為前往台灣的船隻換掛美國國旗（reflag）的可能性，同時進行護航與商船護送的相關操演，以展現作戰準備狀態。這同時能向中共發出明確訊號，表明美國將對任何試圖對台灣進行「灰色地帶」封鎖的行動作出回應。 此外，台灣液化天然氣進口有30%來自卡達，FDD專家評估卡達易受中國施壓，建議台灣強化與日本的能源合作。日本是區域主要LNG進口國，其戰略庫存可在中國影響操作導致卡達減供時，為台灣提供短期補充。 台灣缺乏化石燃料，在能源補給困難甚至中斷的情況下，能源冗餘極其重要。報告建議傳統核電廠與投資小型模組化反應爐（SMR）技術，並考慮通過立法決議重啟核電廠。 台灣經濟部10月25日透過新聞稿指出，將持續關注SMR等先進核能技術的國際發展動態，如果技術更安全、核廢料問題或解決，並凝聚全民共識，不會排除任何有助於達成淨零目標的選項。 談到台灣為何迄今未採取足夠行動來面對可能的能源危機時，報告撰寫人之一、美國退役海軍少將蒙哥馬利（Mark Montgomery）以「換旗」為例，指美方也有準備不足的責任。 他說，為了準備兵推，他必須找外部專家及英國海軍退役准將歐利佛（Peter Olive）共同完成「換旗」報告，因為根本沒有人在研究這件事。美國能源部、商務部、財政部也未真正思考：「要讓台灣更具韌性，需要做什麼？」 台灣方面，蒙哥馬利表示，台灣在核能上的政策決策「違反韌性邏輯」，是政治決定。 蒙哥馬利在美國海軍服役32年，2017年退役。他曾擔任美國太平洋司令部作戰主任、核動力航空母艦「喬治華盛頓號」戰鬥群指揮官，以及美國歐洲司令部計畫、政策與戰略副主任。 1998年至2000年，他被派任至國家安全會議，擔任跨國威脅事務主任。蒙哥馬利擁有賓州大學及牛津大學的研究所學位，也完成美國海軍的核動力訓練計畫課程。延伸閱讀：中國在黃海實彈射擊 蘇嘉全：日本各界都非常憤怒 高市早苗讓中國跳腳後民調創新高 …
