少子化已是國安問題 賴清德揭「2方向」減輕家庭負擔
Newtalk新聞 總統賴清德今（16）日表示，少子化已是國安問題，政府正透過人工生殖補助及「0到6歲國家一起養」等政策，以減輕家庭負擔。他並說，期盼透過中央與地方政府合作及公私協力的方式，打造友善育兒環境，讓家長能「帶著孩子上班」，以有效面對少子化挑戰。 賴清德赴林口訪視「林口長庚紀念醫院附設長庚幼兒園」。 圖：總統府提供 賴清德今上午赴林口訪視「林口長庚紀念醫院附設長庚幼兒園」，並致詞表示，長庚醫療體系是台灣的健康守護神，不僅台灣社會有目共睹，國際間也高度肯定；更難能可貴的是，長庚體系將員工視為家人般照顧，特別是創辦人王永慶先生曾提出「員工不是成本，員工是資產」的理念，透過妥善照顧員工，讓員工無後顧之憂、讓公司持續成長，殊值肯定。 賴清德提到，少子化已是國安問題，政府責無旁貸，已從兩大方向著手，包括提供人工生殖補助，協助有生育意願但受生理因素限制的民眾；以及針對因經濟壓力而不敢生育的家庭，推動「0到6歲國家一起養」政策，以減輕育兒負擔。 賴清德指出，0到6歲的小朋友家長自己帶，政府每個月給予育兒津貼第一胎5,000元、第二胎6,000元、第三胎7,000元。0到2歲選擇公共化托育，政府補助第一胎每個月7,000元、第二胎8,000元、第三胎9,000元。送托準公共服務的家庭，每月補助第一胎1萬3,000元、第二胎1萬4,000元、第三胎1萬5,000元。至於2到6歲幼兒就學補助，公立幼兒園每月只需負擔1,000元；若就讀準公共化幼兒園，第一胎家長每月只要負擔3,000元、第二胎2,000元、第三胎1,000元，其他費用都由政府負擔。 賴清德進一步說明，政府也推動育嬰留職停薪彈性化，並開放家中有1名未滿12歲的兒童申請外籍幫傭，解決父母上班期間的子女照顧問題；另推出新青安貸款方案及租金補貼，希望降低年輕父母的負擔。 賴清德提到，現行措施仍有強化空間，今日參訪的重要目的之一，即是借鏡長庚醫療體系的成功經驗，推動更多公營、國營單位及機構、中央或地方政府所屬單位設立托嬰中心及幼兒園，同時鼓勵民間企業依需求設置托育設施。政府也將透過準公共化政策提供經費支持，並研議在法規與設置條件上給予更大彈性的協助。 賴清德表示，立法院已於4月14日三讀通過《兒童托育服務法》，未來企業設立托嬰機構，除了托嬰中心外，中小企業得設立規模較小的互助式托育機構，讓有意願照顧育齡員工的雇主可以有更多選擇。此外，企業設立收托員工子女的托育機構，地點除了在企業內部，也可以在企業場所外部的鄰近地點；如果有擇地困難，中央可以進一步檢討相關法規來協助。未來企業在企業場所內設立托育機構，如果因為建築法規等問題遭遇困難，將請內政部共同檢討，在安全無虞的情況下，適度彈性放寬規定。 賴清德強調，期盼透過中央與地方政府合作及公私協力的方式，打造友善育兒環境，讓家長能「帶著孩子上班」，在工作之餘仍可就近照顧孩子，讓員工無後顧之憂，願意成家與生育子女，以有效面對少子化挑戰。 隨後，賴清德致贈勞動部編製的勞動教育繪本予長庚醫院幼兒園代表，並參觀現場小朋友手作果醬，與小朋友一起玩氣球傘拋球遊戲。延伸閱讀：國民黨訪中拿民主基金會補助惹議 張亞中喊：480萬他買單卓揆說欠台電2000億電費 國民黨：不用向全民道歉嗎？蕭敬嚴被停權還贏初選 國民黨考紀會：停權處分已生效副主席座車被裝追蹤器 國民黨嗆賴清德「卸任後天天到法院報告」再喊誠懇邀賴清德見面 「麗文可以等你出訪回來」

中東戰火衝擊油價！南韓航空公司連2月喊漲 5月票價創歷史新高
