美媒：中國新型水下無人機測試中 航程逾萬海里直接威脅美國西岸
Newtalk新聞 美國國防媒體《海軍新聞》（Naval News）報導，中國近期在南海測試兩款超大型水下無人機（XXLUUV），其航程達1萬海里以上，足以直接威脅美國西海岸主要港口如西雅圖、舊金山與洛杉磯，美國國防分析家警告，此舉可能改變太平洋海戰格局，讓北京擁有低風險封鎖或布雷選項。 報導指出，這些水下無人機體型堪比傳統潛艦，採用柴油電動混合推進系統，配備大型鋰鐵磷酸鹽電池組，能在水下潛航3,000海里，或透過通氣管模式航行7,000海里，總航程約1萬海里。 它們可攜帶8至12枚魚雷、海雷（如AQS003A深水雷）或小型水下無人機，並搭載拖曳式聲納陣列等先進感測器，用於情報蒐集、船艦攔截或布雷任務。 報導稱，中國人民解放軍海軍（PLAN）已秘密建造多艘此類無人機，使用浮動船塢進行測試，兩個設計目前正競爭入選，顯示此非實驗階段，而是大規模生產的前兆。 分析師薩頓（H.I. 轟政院不副署財劃法違憲 藍黨團：賴清德別把癱瘓台南那套搬到國會
Newtalk新聞 朝野政黨圍繞《財政收支劃分法》修正案再次嚴重對立，行政院長卓榮泰針對立法院的修法提出覆議，但遭立法院否決後，傳出總統府、行政院已決定朝「政院不副署、法律不公布」方式處理。國民黨立法院黨團今（15日）召開記者會，抨擊總統賴清德、行政院長卓榮泰以違反並曲解《憲法》，呼籲賴清德，不要把當台南市長那一套不進議場癱瘓議會的戲碼搬到國會，請看看韓國前總統尹錫悅的前車之鑑，請回歸《憲法》、尊重民意。 國民黨團書記長羅智強表示，總統公布的法令，行政院長不副署，這是打臉總統，難道賴清德跟卓榮泰有仇？且依據《憲法》規定，行政院向立法院負責，《憲法》第72條規定「立法院法律案通過後，移送總統及行政院，總統應於收到後十日內公布之」，這是《憲法》義務，難道賴清德看不懂中文？「應」的意思是必須做，沒有不公布的選擇權。 羅智強再指，按照《中華民國憲法增修條文》第3條規定，行政院長對立法院三讀通過法律案可以提出覆議，覆議否決後「應」接受，同樣沒有選擇「抗議」或「不執行」立法院通過法律的憲政權力；他要提醒賴清德總統，不要把當台南市長那一套不進議場癱瘓議會的戲碼，搬到國會如法炮製。 國民黨立委吳宗憲表示，現在是國家陷入憲政危機的時刻，總統用（民進黨）便當會來否定2300萬人民的選票；國會三讀通過的法律，意圖用便當會取代國會，這個國家已經走向專制與獨裁。總統是負責國防與外交，行政院長負責內政，但經過民進黨畸形的執政下，變成「超級總統制］，不僅決定國防外交，也決定內政走向。 吳宗憲指出，民進黨不斷對外放話，行政院長不副署總統公布的法律，擋下立法院三讀通過法律，包裝成「防衛民主」。但事實上，這是徹頭徹尾的謊言和違憲，刻意錯誤使用《憲法》。大法官釋字491號說明非常清楚，副署制度是總統公布法律，由行政院長簽署負責，制度設計是總統與行政院長憲政制衡關係。原來憲政制度設計，是總統與行政院長負責不同面向的國政，現在擴權解釋變成總統大權一把抓。 吳宗憲強調，副署不是行政院長的否決權，更不能作為對付立法院的武器。《憲法》已經賦予行政院長對抗立法院的武器「覆議」，卓榮泰提出8次覆議均遭立法院否決，這已經創下中華民國有史以來的紀錄，行政院長無權不副署，或副署不執行，行政院長只能提出覆議；覆議失敗，根據《中華民國憲法增修條文》規定，只能遵守立法院的決議。執政黨輸不起，想出不副署的奧步，難道行政院長一人就可以決定法律是否違憲？ 吳宗憲呼籲民進黨回歸《憲法》、尊重民意，不要讓台灣追求的民主，葬送在獨裁的「皇帝」手中；也請賴清德總統不要再癱瘓憲法法庭，趕快提出大法官人選送到立法院審查；若賴清德總統、卓榮泰院長願意，非常樂意幫他們重新再上一次《憲法》、《中華民國憲法增修條文》和《兩岸人民關係條例》課程。 另就立法院長韓國瑜婉拒總統府邀約茶敘。國民黨立委洪孟楷表示，國民黨團全力支持韓國瑜不參加今天總統府的茶敘，請賴清德不要再想拉韓國瑜「背書」，台灣政治的混亂，問題就在賴清德自己。延伸閱讀：火藥案爆氣 「有人說你說謊嗎？」 顧立雄怒嗆馬文君：你啊！馬桶商炸藥標案扯到馬時期 馬英九PO「馬維拉」梗圖自嘲擬不副署財劃法 卓榮泰下午3時30分親上火線：阻止違憲行為越雷池一步 轟藍白財劃法違法違憲 賴瑞隆：支持政院用各項手段阻止執行財劃法政院擬不副署 學者：立院有三條路 但藍白只會選第四條路「靠么」
