｢玻璃大王｣銳評中國企業家！謝金河：用國家的雞、將來不知誰的蛋

美再對台軍售 專家：強化嚇阻犯台傳達區域安全承諾
Newtalk新聞 （中央社記者侯姿瑩華盛頓18日專電）美國再宣布對台軍售，包括M109A7自走砲、拖式飛彈、標槍飛彈及無人機系統，總額逾111億美元（約新台幣3500億元）。美專家分析，這將大幅強化台灣嚇阻能力、增加中共犯台難度，也傳達華府對區域安全的承諾。 美國國防安全合作署（DSCA）昨天發布新聞稿表示，駐美國台北經濟文化代表處已請求購買戰術任務網路、AH-1W型直升機零附件、M109A7自走砲、海馬士遠程精準打擊系統、拖式飛彈、標槍飛彈、魚叉飛彈可修件檢修、Altius-600M及Altius 700M無人機系統等；總額為111億540萬美元。 美國國務院已批准這8項擬議的軍售案，並由國防安全合作署進行「知會國會」程序。這是川普（Donald Trump）重返白宮以來，美國第2度宣布對台軍售。 ●強化台灣嚇阻能力提升不對稱作戰力 對此，美國喬治梅森大學（George Mason University）副教授洪澤克（Michael Hunzeker）以電子郵件回覆中央社記者提問表示，這項宣布對台灣長期嚇阻侵略的能力而言，「是非常正面的發展」，能增加台灣在不對稱載台及相關彈藥方面的庫存。 他指出，戰術任務網路裝備也非常重要，「這將有助台灣地面作戰部隊以更加去中心化的方式運作」。 華府智庫「全球台灣研究中心」（Global Taiwan Institute）主任鄭哲軒（John Dotson）受訪表示，這批軍售對台灣防衛能力來說是正面的一步，「這些採購是合理的」。可用於對付兩棲登陸部隊的Altius無人機等較先進的無人機系統，可和台灣加強本土生產小型無人機的努力互補。 他指出，M109A7自走砲、海馬士遠程精準打擊系統能強化中程火砲戰力，在對付登陸部隊或打擊兩棲作戰的集結區，都具實際效益；而像是標槍飛彈這類近距離反裝甲系統，已在烏克蘭戰場上證明其價值。 鄭哲軒也認為，反艦飛彈是台灣需要增加庫存的關鍵武器之一，因此，魚叉飛彈相關的技術支援格外重要。 ●增加中共犯台難度傳遞華府對區域安全的承諾 美國退役海軍少將、現為華府智庫「捍衛民主基金會」（Foundation for Defense of Democracies）資深研究員蒙哥馬利（Mark Montgomery）短評指出，這套軍售方案所涵蓋的武器將讓中國執行占領台灣的行動變得困難。 「捍衛民主基金會」中國計畫研究分析員柏南（Jack Burnham）表示，這批軍售將大幅強化台灣嚇阻能力。在區域情勢緊張之際，中國不僅對日本發出威脅，還在台灣周邊海域進行大型軍事演習，甚至讓其航空母艦穿越台海。 柏南分析，美國這批對台軍售將向外界傳達華府對區域和平與安全的堅定承諾。 ●強化美台夥伴關係美須盡速交付迫切軍售項目 美國聯邦眾議院美國與中國共產黨戰略競爭特別委員會主席穆勒納爾（John …
