國防部報告3個月前稱F–16性能提升完成 凌濤要政院啟動造假調查
Newtalk新聞 空軍花蓮基地一架F–16V戰機前晚執行夜航訓練，疑在花蓮外海失事，上尉飛官辛柏毅跳傘逃生，下落不明。國民黨籍桃園市議員凌濤今（8日）指控，國防部去年10月函送的「美對台軍售案執行情形」書面報告謊話連篇，內容稱F-16A/B型性能全數於2023年完成，保護飛官的模組化任務電腦（MMC）自動防撞地系統、（AGCAS）、防寒飛行衣卻通通都沒有，國防部長顧立雄應自請處分。 凌濤表示，花蓮空軍基地F–16V傳來憾事令人不捨。空軍舉行記者會，有三件事跌破大家的眼鏡，一是模組化任務電腦（MMC）故障、二是失事飛機沒有自動防撞地系統（AGCAS）、三是飛行員連基本的防寒飛行衣也沒有。 凌濤指出，其中重要的「自動防撞地系統」的裝設，主要是為了減少可控飛行撞地（CFIT）事件的發生，包括空間迷向、G力過載昏迷都屬這類，而根據美國空軍統計，CFIT事件佔所有F-16飛行員殉職比例的75％。本次墜機事件，就有極高可能與空間迷向有關。空軍從2012年起以1400億元為141架F－16A／B升級，是為「鳳展專案」，MMC就是在此案進行升級。然而，卻被爆料MMC升級後狀況頻仍，屢屢發生大G力昏迷事件，險象環生。 凌濤進一步指出，更扯的是，國防部在去年10月給給立法院的「美對臺軍售公開書面資料」中，明確寫到，F–16A／B戰機性能提升已依規劃於2023年底全數完成，僅有AGM–154C飛彈延宕。結果等到現在辛上尉的F–16墜毀，國防部才坦承「自動防撞地系統」，根本一架都還沒安裝。 凌濤指責，國防部長顧立雄過去放任軍火標案，現在竟然連飛官安全也欺騙國會？飛官們用生命捍衛領空，三大保護遲未到位，顧立雄應自請處分，行政院應立即啟動文書造假調查！延伸閱讀：《人工生殖法》是否納代理孕母戰翻天！吳沛憶批藍版本未單身女性與女同志年底九合一大選 賴清德下令反貪：花錢買票當選不可能不回收F-16失事沒防撞系統 顧立雄：今年底開始擴裝 錢付了卻一再跳票！ 國防部認了：Auto GCAS延宕成飛官最大風險管碧玲等31日中午餐宴時 顧立雄：國軍繼續戒備防突發狀況
