Newtalk新聞 民進黨高雄市長初選民調，賴瑞隆僅以0.6%的極小差距勝出，左楠區議員參選人薛兆基認為，這個結果本身就已經不是單純的勝負問題，而是一面照妖鏡，映照出台灣當前政治民調機制與民主運作之間，日益擴大的落差；當勝負差距小到足以被任何一個變數翻轉時，所有「如果」就不再只是事後諸葛，而是必須被嚴肅檢驗的制度性問題。 薛兆基第一問：高雄如果不是抽中第一天進行民調，結果是否可能翻盤？這不是對個別候選人的質疑，而是對時間設計的反思。他說，民調並非靜態測量，而是高度受動員、氣氛、事件影響的即時反應工具。在高度競逐的政治環境中，民調時點就是一種政治操作，並非中性的技術選擇，當差距只有0.6%，時間點的偏移，可能就足以改變整體敘事，甚至影響後續的投票行為。 薛兆基第二問：如果民調第二名的邱議瑩提早一個月啟動，結果是否不同？這個問題直指民調與「組織動員」之間的灰色地帶。民調結果往往被視為民意，但在高度對抗的選舉中，民意與動員早已難以切割。當支持者被反覆提醒、訓練，知道何時、如何接電話，這份「高度配合」所呈現的，究竟是自發性的民意表達，還是政治組織的執行力展示，值得深思。 薛兆基第三問：如果納入手機民調，是否會豬羊變色？這恐怕是所有問題中最關鍵的一題。現實是，台灣社會的通訊結構早已發生根本性轉變，市內電話的使用族群，與整體選民結構之間出現明顯斷層。年輕世代、流動人口、租屋族、外縣市工作者，往往被排除在市話民調之外。當抽樣母體本身已經嚴重偏移，卻仍被賦予高度政治正當性，這不只是技術問題，而是民主代表性的危機。 對比式民調中，國民黨柯志恩的支持度始終未破30%，這與實際投票行為出現明顯落差，更突顯了民調在「比較結構」上的盲點。薛兆基說，當選民在民調中被迫進行抽象比較，與真正走進投票所、面對整體政治氛圍時的選擇，本就可能不同。若民調無法反映這種行為差異，卻反過來塑造選戰敘事，其影響就不容小覷。 他說，1200通電話能在短時間內完成，表面上是技術效率，實際上卻可能意味著基層全面進入「備戰狀態」。當接電話成為一種政治任務，民調回應的性質，是否已經從意見表達，轉變為組織紀律的展現，值得嚴肅對待。 薛兆基強調，更根本的問題在於制度。國家通訊傳播委員會掌握完整的電信結構，卻無法提供合理、合法的縣市手機抽樣機制，導致地方首長民調長期被迫依賴市話。這樣的現況，究竟是法規僵化，還是制度怠惰？當市內電話如同少子化一般持續萎縮，市話民調所呈現的，究竟是「誰的民意」？ 薛兆基質疑，沒有裝市內電話，就彷彿失去表達意見的資格，這樣的民主，是否仍符合公平、普遍的核心價值？或許，真正需要改革的，不是哪一場選舉的輸贏，而是我們是否有勇氣承認：民調制度，已經跟不上社會現實。民主不是不能補強，而是，不能假裝問題不存在！延伸閱讀：提醒柯志恩面對賴瑞隆千萬不要輕敵 李明璇：因為我親身經歷過高雄市長初選賴瑞隆勝出 邱議瑩發文祝賀：未來我會繼續為高雄努力 朱蒲青觀點》 民調勝出後 賴瑞隆政治姿態要拿出來賴瑞隆初選民調出線參選高雄！3名對手道賀迅速整隊賴瑞雄初選勝出戰高雄 柯志恩：未來就是我和新潮流的決戰
