Newtalk新聞 在中共政治的語言體系中，「軍委主席負責制」早已不只是軍隊的運作架構，而是習近平個人統治合法性的核心符號。張又俠的落馬，其最具政治重量的指控，既非貪腐，也非洩密，而是「踐踏、破壞軍委主席負責制」。在當代中共話語中，這是一種高度政治化、幾近體制內「叛逆」的定性，其嚴重性遠高於一般紀律問題。 一、「主席負責制」不是制度，而是效忠測謊儀 所謂「軍委主席負責制」，在習時代的官方詮釋中，已由一套軍事指揮制度，轉化為高度個人化的軍權集中儀式。它通常與三句口號並列出現：「黨指揮槍」、「軍委主席負責制」、「一切行動聽從中央軍委主席指揮」，三者在官方語境中屬於同義強化，而非可選原則。 在實務操作層面，這套制度被理解為三項核心意涵： 軍令唯一來源：軍隊只存在一個合法的最高命令源頭； 決策不容分流：討論可以存在，但裁量權不可分； 責任集中於主席：重大軍事風險與成敗，形式上由主席承擔。 這樣的設計，原本被視為一種防範軍權失控的「集權保險機制」，用以避免出現如林彪事件那樣的第二權力中心。然而，在習近平的政治實踐中，這套制度逐漸轉化為以忠誠為唯一標準、以懷疑為常態的清洗工具，制度功能被重新定義。 二、「破壞主席負責制」：一種超越貪腐的政治罪名 張又俠被扣上的「踐踏嚴重破壞軍委主席負責制」，在中共官方話語中，屬於一種高於紀律處分的政治定性。官方邏輯十分清楚：貪腐，屬於紀律與道德問題；破壞主席負責制，則被視為政治路線與忠誠問題。 根據《解放軍報》、軍中政治教育材料與歷次整風語言的歸納，官方通常將「破壞主席負責制」的行為概括為四種類型： 陽奉陰違：表態擁護，實際抗命； 另搞一套：在指揮、人事、裝備體系上形成相對獨立運作； 架空主席：以程序、集體討論或慣例名義稀釋個人裁量； 結黨營私：建立非主席直控的軍中網絡。 需要強調的是，這些並非法律概念，而是高度政治化的判準。 在張又俠案中，外界能觀察到的是：其長期主導的裝備發展與火箭軍體系，屬於資源密集、技術門檻高、且人事關係複雜的部門。在當前政治語境下，任何「相對獨立性」本身，就足以被視為對核心裁量權的潛在稀釋。即便不存在明確對抗行為，也可能被詮釋為「另搞一套」的風險來源。 三、制度原為防止個人崇拜，卻反成崇拜的工具 歷史的諷刺在於，「軍委主席負責制」之所以被寫入1982年憲法，正是中共在毛澤東時代軍權失控經驗後的制度性回應。林彪事件暴露了三個結構性問題：軍中存在第二權力中心、跨軍區動員可能性，以及最高領導人對軍權掌控的不確定性。 因此，制度設計的原意是：排除副主席或元老集體主導軍權的可能；讓軍權集中於憲定職位，而非革命資歷或派系威望；建立可預期、可交接的軍事指揮體系，降低政變風險。 然而，在習近平時代，這套制度的政治詮釋發生了根本轉向。它從一種制度化的權責集中設計，轉變為個人權威不可挑戰的法源依據。形式上權責集中於主席，實質上卻出現「權力上收、責任下移」的操作邏輯。 制度不再是限制個人的框架，而成為強化個人崇拜的工具，這正是制度自我反噬的關鍵。 四、張又俠案：一場「高階忠誠測試」 張又俠身為紅二代，其父張宗遜為開國元帥，本人又長期參與軍改核心工程，曾被視為軍中「自己人」。理論上，他的政治安全性極高。 正因如此，其落馬更具象徵意義。這不僅是一場人事清洗，而是一場針對核心圈層的高階忠誠測試。它所釋放的訊號是：背景、資歷與過往功勞，都不足以構成安全保證；唯一可被接受的，是持續、可驗證、且毫無歧義的服從。 在這樣的體制中，任何被視為可能擁有獨立判斷或結構性影響力的人，都可能被重新定義為風險。 結語：當制度失效，個人取代一切 張又俠案並非單一將領的命運起伏，而是一個制度全面個人化後的必然結果。當「軍委主席負責制」從一套制度化指揮原則，轉化為效忠審判的政治工具，軍權也就不再是可被制度約束的權力，而成為個人意志的延伸。 正如《習近平的抉擇與結局》一書導論所概括指出的那樣：「當所有權力集中於一人之手，忠誠成為唯一標準，而制度設計全面服務於維穩與效忠時，體制將逐步喪失自我修正與校準的能力。」 …
