海委會將增置第三位海巡副署長 強化勤務指揮效能
Newtalk新聞 為因應台灣周遭海域安全情勢及地緣政治變化，行政院會今（29）日通過海洋委員會擬具的「海洋委員會海巡署組織法」第三條及第十一條修正草案，由現行的兩位副署長，再增置副署長一人，職務列簡任第十二職等至第十三職等 ，俾強化海巡勤務指揮效能，確保國安、治安及平安三安任務達成，將函請立法院審議。 海委表示，此次修法是考量海洋委員會海巡署轄區遍及全國，專業領域差異性大， 預算及人員規模龐大， 且任務日趨複雜繁重及艱鉅，亟需副首長襄助首長督導及指揮監督，爰依據中央行政機關組織基準法第十九條第三項定，增置副署長一人。 海洋委員會主委管碧玲表示，海巡署為應對轄區跨越全國、廣達54萬平方公里的海域防線，且專業領域差異性大、預算及人員規模龐大等日益複雜的因素，透過充實領導層級襄助署長指揮，並落實「海空一體」戰略建案，以更堅實的決策效能守護藍色國土，確保國家主權與海域安全。 海委會指出，此次海巡署組織法修正，旨在強化領導階層，以因應海巡龐大業務及與日俱增的艱鉅任務。在面對推進造艦與裝備升級、導入無人機（載具）、岸際雷達及AI影像辨識等重大建案，以及國際涉外交流事務與新型態國安威脅，海巡署刻正積極深化與理念相近國家合作，提高國際能量，強化印太區域的共同嚇阻架構，並盱衡跨境合作需求，持續推動相關駐點，以應處涉外業務的急遽擴張。 而在面對日益頻繁的海底電纜破壞事件及跨境毒品走私，海委會認為，增置副署長將有助於優化國際合作機制及各項新增任務遂行，確保國安、治安及平安等三安任務的精準執行，落實「韌性臺灣」願景，建構從岸際到遠洋的全方位安全保障，籲請各界共同支持海巡，作為海巡在海域最前線、最強大的後盾。 行政院長卓榮泰裁示，海巡署轄區遍布全國，所屬機關數、預算及人力規模龐大，2018年組改之前原設置副署長3人；組改後，海巡署長由海委會副主委兼任，副署長減為2人。基於海巡署因應國際情勢，並配合推動平戰轉換、國安韌性等政策，其任務範疇橫跨海域執法、海上救難、海岸巡防、海洋治理、國家安全等不同專業領域，爰依組織基準法第19條第3項規定，增置海巡署副首長1人，以襄助首長督導及指揮監督。 卓榮泰說，該案送請立法院審議後，請海委會積極與立法院朝野各黨團溝通協調，早日完成修法程序。延伸閱讀：新任國土署長人選即將揭曉！高市前水利局長蔡長展升任解決土石方之亂！卓揆：農曆年前針對暫置場完成啟用程序(影) 單日殲敵690人 ! 烏軍奪回頓涅茨克村莊、包圍俄軍 無人機炸翻BMP戰車街區藝術結合互動體驗 甲仙新春尋喵季打造觀光新亮點陸軍特戰繩降訓練影片竟用中製軟體 馬文君：有洩漏機密風險
