郭國文推動大山城擴大灌區計畫 爭取青梅納入災損救助機制
Newtalk新聞 立法委員郭國文今(31)日與民進黨山區市議員參選人賴懋慶，於楠西照興里活動中心召開座談會，農業部由農田水利署署長蔡昇甫親自率隊，邀集水保、農糧、林保及農改場南下一同參與，宣布「大山城擴大灌區計畫」正式啟動，並針對楠西梅嶺青梅長期未納入天然災害救助體系提出解決方案。 郭國文指出，近年氣候變遷影響加劇，今年冬雨明顯偏少，春雨至今仍不豐沛，已對農業生產造成衝擊。以楠西梅嶺為例，青梅受旱情影響明顯，部分果園結果率僅2至3成，初估未成熟青梅無法進入加工市場的比例恐逾5成。 郭國文表示，正因氣候不穩與降雨不足，凸顯穩定灌溉系統的重要性，現行楠西擴大灌區模式的核心，在於整合農塘調蓄、灌區系統及水資源調度，從單一工程思維轉向整體規劃。目前總經費約6000萬元，共12座蓄水池的計畫已完成3座，另有5座預計今年11月完工，其餘4座也接續推動。 當地照興里長江森原表示，感謝郭國文多年推動下，農業部能回應地方需求，宣布將楠西模式進一步擴展至玉井、南化、大內等地區，促成「大山城地區擴大灌區計畫」，從點狀改善提升為區域整體治理，建立穩定且具韌性的農業供水系統。 農塘農埤作為山區灌溉的重要節點，地方長期關心的清淤與改善需求。農業部回應，未來將調整相關機制，只要具實際清淤需求，皆可提出申請，並在審查中納入更多實務因素，優先納入年度計畫辦理。 面對近期枯水期，郭國文提醒，目前南部主要水庫蓄水率約維持在3成左右，但曾文水庫蓄水率已於27日跌破3成，難免引發農民對後續供水的憂慮。對此，水利署表示，已提前啟動防旱機制，包括高屏溪川流水北送、曾文南化聯通管聯合調度，以及推動產業節水與再生水運用，延長水庫供水期程。 有關青梅補助高雄、台南兩樣情的問題，郭國文感謝農業部長陳駿季迅速回應，上週五在立法院總質詢的訴求，指示農糧署、林保署出席本次座談會進行說明。 農糧署表示，未來針對梅嶺範圍內青梅災損，將以「實際耕作者」為認定基準，對於具合法租約使用者，納入天然災害救助體系，補上長期以來的制度缺口。 郭國文最後強調，灌溉建設與災損救助須雙軌推動，避免農民承受雙重風險，將持續追蹤大山城灌區及梅嶺果樹園區進度，確保政策落實。延伸閱讀：鄭習會4月北京登場 陳其邁：盼站在台灣立場幫忙講話西班牙強硬反戰封鎖領空 美揚言審視北約的「存在價值」賴清德重申強化自我防衛 歐洲議會議員：歐盟應與台灣在各領域合作 評鄭麗文訪中 黃國昌：挑戰很大 她知民進黨會操作 陳其邁市長施政報告與質詢 三黨團各提關注焦點議題
