Newtalk新聞 隨著 2026 年「鄭習會」塵埃落定，國民黨主席鄭麗文以「全世界都奉行一中政策」搭配九二共識作為訪問北京的通關密碼。這不僅是一場外交辭令的精算，更正式宣告了國民黨兩岸論述進入了一個全新的、也更為艱難的階段：從當年的「一中各表」紅利，轉向完全呼應北京立場的「不表」狀態。 九二共識：從「各表限定版」到「結構性斷裂」 回顧「九二共識」的歷史，北京對其態度經歷了從懷疑、反對到主動掌握釋法權的過程。國民黨長期堅持「九二共識、一中各表」，但在北京的邏輯裡，核心始終是：在九二共識下「反對台獨」、在九二共識下「堅持一中原則」。 在這種語境下，「各表」實質上淪為一種「國民黨台灣地區使用」的限定版，且僅止於台灣內部的選舉宣傳。到了 2019 年，習近平發表《告台灣同胞書》40 週年講話，系統性地重新定義了「九二共識」，將其核心定調為「兩岸同屬一個中國，共同努力謀求國家統一」。這一舉動徹底撤銷了國民黨賴以生存的模糊空間，將其從「維持現狀的工具」強行轉向「指向統一的政策方向」。 洪秀柱與朱立倫：法理與工具的拉扯 在這種結構性壓力下，黨內出現了兩條截然不同的路徑。洪秀柱選擇主動「不玩限定版」。她主張「一中同表」，認為既然「各表」難以為繼，兩岸應在憲法基礎上共同承認「同屬一中」，並透過簽署「和平協議」來固定政治地位。這套論述雖然邏輯自洽，卻因觸動了「消滅中華民國」的敏感神經，引發 2016 年「換柱」爭議。甚至可以說，正是因為洪秀柱代表國民黨參選時主動回歸「一中」，才給了北京在 2019 年正式收網、將九二共識「統一化」的契機。 朱立倫則採取「工具主義」的平衡術。他提出的「求同尊異」與「3D 戰略」，本質上是在九二共識外掛上「憲法」與「親美」的防火牆，試圖以此作為交流的鑰匙。然而，面對北京日益強硬的「一中原則」，這種彈性顯得防禦有餘，開創性不足。 鄭麗文的「一中政策」：高明的借殼，歐美的錯愕 2026 年，鄭麗文主席祭出的「一中政策」論述，堪稱國民黨論述演變的最新標本。要解析這套語言，必須對比北京對「一個中國原則」定義的兩套劇本：「舊三句」：世界上只有一個中國、台灣是中國領土、中華人民共和國是唯一合法政府。「新三句」：世界上只有一個中國、大陸與台灣同屬一個中國、主權領土不容分割。 鄭麗文的巧思在於借用美國與歐盟的「一中政策」（One-China Policy）語言，搭配一中原則的九二共識。然而，這卻造成了嚴重的戰略錯位：歐美各國的「一中政策」本意是為了兼顧「北京的主張」與「台灣存在的事實」，其背後有《台灣關係法》等法律框架支撐台灣主權現狀；但台灣身為當事人，最大反對黨若主動套用此語言『一中政策配九二共識』，本質上卻是在兩岸對話中進行了一次徹底的「語義撤退」。 當國民黨選擇向北京的「一中」靠攏時，國際社會維持「台灣事實存在」的施力點將隨之弱化，這讓試圖支持台灣現狀的歐美盟友產生極大錯愕。這套語言雖被北京歡迎、視為「台灣最大在野黨也支持一中與統一」的宣傳工具，卻也讓國民黨在民主陣營中顯得形單影隻。 結論：消失的模糊，真實的挑戰 當「九二共識」被北京單一敘事化，國民黨的論述演進，本質上是一部「主權空間的壓縮史」。 從馬英九執政時代的「各表」（退休後該論述迅速質變），到洪秀柱的「同表」，再到今日鄭麗文借美方語言實現的「不表」中華民國。對台灣民眾而言，「中華民國」在國共交流中，似乎只限於南京中山陵才可以提起；回歸政治現實後，則變成了「隱而不發」的禁忌。如同馬英九訪陸時，民國紀年被窄化為單純的「數字」而非「國號」，象徵著主權符號在交流中的被動消聲。 「鄭習會」或許能換來短暫的和平『想像』，但當國民黨將「一中政策、九二共識」作為通關密碼時，必須面對最殘酷的代價：一套在兩岸對話中必須「隱身」的論述，在台灣競爭激烈的民主市場中，國民黨本土派、台灣民眾還會有多少人會買單？延伸閱讀：快訊》「鄭習會」要來了 國民黨證實：習近平邀鄭麗文訪中 挨轟擋軍購期間訪中 …
