Newtalk新聞 台灣無人機產業正迎來史上最強勁的出口爆發潮。根據《經濟學人》最新數據顯示，去年台灣無人機出口量整整增加 35 倍，總量高達 12.3 萬架。令人驚訝的是，儘管「MIT ( Made in taiwan )」無人機的售價普遍比中國製同級產品貴上一倍，但歐美國家仍紛紛轉向台灣下單，這其中多出的成本其實是全球民主國家的「資安保險費」。 在 2022 年俄烏戰爭爆發前，台灣廠商如坤威科技等，仍尚未踏入軍用無人機領域。根據《科技新報》報導，如今坤威研發的自殺式無人機正以時速 140 公里的高效率，大量銷往波蘭，疑似被用在烏克蘭前線。 台灣無人機之所以能在國際軍工市場殺出一條血路，關鍵在於「 100% 非紅色供應鏈」。由於全球過往有近八成無人機依賴中國零件，在國安意識抬頭的當下，歐美國家意識到資安風險的存在，深怕後門程式或供應鏈斷供風險。而台灣廠商打出「非紅供應鏈」旗號，即便售價較高，但對比之下仍僅有日、韓競品一半的價格，因此成為歐美國家採購無人機時的首選。 在資安風險的意識提高下，歐美國家逐漸轉向購買台灣製的無人機。 圖：翻攝自嘉義縣政府 這波「去中化」紅利直接反映在數據上。去年台灣無人機出口的主要目的地為捷克與波蘭，而這些精密設備最終可能大多被轉往烏克蘭前線。前線殘酷的戰場環境，反而成為台廠最真實的性能測試場，讓 MIT 品牌在國際實戰紀錄中快速累積信用。 此外，台灣另一指標大廠雷虎科技也成功插旗美國市場。雷虎目前已打入美國五角大廈的「廉價單向攻擊無人機」專案，正式進入 25 家決選零件供應商名單，展現台灣在全球軍工供應鏈中的重要性。 儘管台灣目前在飛控晶片與系統軟體上仍有技術缺口，價格上也比大陸的產品貴上一倍，但政府已準備投入 14 億美元專款支持，加上美國正式封鎖中國大疆（DJI），西方世界擺脫廉價依賴已是不可逆的趨勢。在這次全球供應鏈的大洗牌中，台灣不僅證明自己有晶片，更有能力在無人機產業這條新賽道上，以「科技自主」成為全球不可取代的夥伴。延伸閱讀：「不可能從空中進行革命」! …

賴清德提重啟核電引反彈 張景森：反核環團應提出負責的發電方式
Newtalk新聞 總統賴清德日前表示，經濟部經審慎評估後，已告訴台灣電力公司，核二及核三廠具備重啟條件。不過，賴清德這番表態，不僅引起部分支持者反彈，甚至有不少環團反對賴清德政府重啟核能決定。對此，前政務委員張景森今（23）日直言，台灣長期「南電北送」造成南部嚴重污染，他認為包括反核在內環團應該提出負責任發電方法，而非讓中南部承擔污染等負面效果。 張景森表示，昨日南下高雄市，早上本來想跑步，卻因空氣品質不佳而作罷。看著灰濛濛的天空，那種「不敢跑步」的心情很不好。他指出，其實近十年來高雄的 PM2.5 年平均濃度與 AQI 不良日數已經明顯下降，但每年空氣污染超標日數仍有30~80天，約為台北市的三至五倍。 對於這樣現象，張景森直言，此落差並不是地方治理能力，而是一種長期存在的區域性結構差異。高雄的空污困境，其實是能源配置、產業結構與地理條件交織而成的結果，並列出三項原因。 張景森指出，首先，是能源負擔的南北失衡。長期以來，台灣維持著「南電北送」的電力格局，高雄周邊密集分布大型燃煤電廠與汽電共生機組，支撐全國用電需求；然而當北部社會對電廠擴建與接收站設置高度敏感時，南部居民卻持續承擔發電帶來的環境成本。 他續指，其次，是產業結構造成的治理難度差異。台北的污染主要來自交通，屬於可以透過運輸政策逐步改善的都市型污染；但高雄則同時承擔鋼鐵、石化、發電與港口物流等固定污染源，其治理涉及的是國家層級的產業轉型，而非單一城市可以自行解決的問題。特別是港口所帶來的船舶燃油、貨櫃車流與裝卸作業污染，其服務對象是全國經濟體系，但健康成本卻集中由地方居民承擔。 張景森再指，第三，是地理條件帶來的天然限制。位於中央山脈背風側的高屏空品區，冬季大氣穩定、污染物容易累積，加上中北部南移的跨區域污染經常在此滯留，使高雄不僅要處理自身排放，更成為區域污染的最終承接者。「因此，高雄的空污問題，本質上是一個國家治理層級的環境正義問題，而不是單純的地方治理課題。」 他認為，若要真正改善南北空氣品質差距，就必須推動區域公平分擔發電責任、強化國家港口的綠色治理機制，並以中央資源支持產業轉型。唯有透過制度性的調整，才能讓清新的空氣不再只是地理位置的差別待遇，而成為所有國民共享的基本生活條件。 張景森也希望，新北、台北、桃園、基隆那些反核、反天然氣接收站、反國家公園地熱的環團，也能提出來要如何承擔發電責任的方案，而不是把問題推給中南部去承受。延伸閱讀：賴清德鬆口重啟核電 蔣萬安：別再硬拗、騙人民 寧可回頭是岸詹順貴：藍白核管法版哪有強制重啟、請誠實面對自己捅的簍子藍營轟非核家園破功要道歉 莊瑞雄回擊：能源與供電早有規劃 轟賴清德重啟核電「連打自己四巴掌」 他沈重呼籲：立即喊停核二核三批賴清德核電立場前後矛盾 國民黨：應向全民道歉承認廢核錯誤
