Newtalk新聞 針對國民黨揚言於 7 月 26 日罷免投票前強行處理「普發現金 1 萬元」法案,律師黃帝穎今(29)日強烈抨擊,指控藍營聯手白營罔顧財政紀律、掏空國庫,意圖藉發錢穩固選情、干預罷免,罔顧民主原則與憲政體制。 藍白聯盟於 27 日才聯手三讀通過《法院組織法》修正案,開放法庭審理直播,引發程序與憲政爭議。國民黨團隨後再放話,稱將在罷免案前處理普發現金法案,引發社會輿論譁然。 黃帝穎在臉書發文怒批,國民黨「慷全民之慨」加薪發錢,實際目的是為罷免危機止血。他點名國民黨總召傅崐萁,強調其「三大犯罪前科」紀錄不容忽視,如今卻主導藍營大撒幣政策,實屬「亂花納稅人血汗錢」。 黃進一步指出,若法案通過,每人發放 1 萬元將造成國庫支出高達 2,350 億元,加上過去一年藍白主導修法導致財政支出已近 8,600 億元,等同「全民拿到 1 萬元、實際倒虧 3 萬多元」,對國家財政穩健形成嚴重威脅。 他強調,依據民主原則與責任政治,目前有多達 24 名區域立委將接受最新民意檢驗,因此立法院此刻應進入「看守狀態」,7 月 26 日前不應再通過任何重大法案,更不應利用席次尚未改變之際,強推政策以謀私利。 此外,黃帝穎亦警告,國會加薪發錢的「錢坑法案」不僅違反《憲法》權力分立原則,也干預行政機關財政運作,是對行政權的嚴重侵犯。他呼籲社會各界警醒,「不是拿了 …
