英國會議員：中國是威脅 英政府不應核可巨型使館
Newtalk新聞 中國擬在倫敦金融城一帶興建占地約2萬平方公尺的新大使館，遭質疑恐成為間諜活動、跨境鎮壓、祕密警察巨型基地，今天有4位英國跨黨派國會議員參與街頭行動，呼籲政府勿放行使館建案。 現場絕大多數議員形容中國是「威脅」。其中，保守黨前黨魁史密斯（Iain Duncan Smith）質問，為何英國政府定調俄羅斯、伊朗、北韓為威脅，卻僅稱中國是「挑戰」。 曾是自由民主黨籍下議院議員、1997年進入上議院的艾爾頓男爵（Lord Alton）則提到，北大西洋公約組織（NATO）前秘書長、工黨籍上議院議員羅伯森（George Robertson）曾將中、俄、北韓、伊朗同列為「致命四國」（a deadly quartet）。 羅伯森是英國政府「戰略防衛檢討」（SDR）主筆人之一。他是去年7月中旬、已獲任命為SDR主筆人之後，提出「致命四國」之說，當時媒體曾注意到，此說法與保守黨上一次執政（2010至2024年）後期將中國定調為「劃時代的挑戰」不同。 今年6月初發布、聚焦國防革新的SDR稱中國為「複雜棘手且持久的挑戰」，這也是英國政府目前對中國的定調。執政黨工黨籍下議院議員麥道高（Blair McDougall）今天接受中央社採訪時指出，政府已警覺到中國構成的安全「威脅」，因此近日宣布挹注情報機關6億英鎊（約新台幣240億元），並擬加強應對北京的跨境鎮壓、長臂管轄。 麥道高說，中國足以構成安全威脅，同時也能提供經濟成長機會，有效管控對中關係確實不易；英國有必要針對具體情況，衡量是否值得為了經濟成果承受安全威脅。 以中國使館建案為例，麥道高認為，一旦使館落成，英國需承受的潛在成本過高，包括國家安全，以及流亡港人和其他受英國政府庇護的異議人士面臨的恐懼。 儘管他不清楚中國巨型使館建案是否將獲批准，麥道高指出，他希望英中關係是雙方都能夠「有給有拿」，而不只是其中一方「一直拿」。若政府最後決定核准建案，麥道高說，英方必須從中方有所收穫。 以對北京立場強硬著稱的「對中政策跨國議會聯盟」（IPAC）今天在英國住房、社區暨地方政府事務部以及內政部大樓外，發起街頭行動，呼籲英國政府勿放行中國巨型使館申請案。 現場有地方民眾以及流亡和旅居英國的香港、新疆、緬甸及中國籍異議人士等，頂著倫敦攝氏約34度高溫表達訴求，並喊口號「巨型使館滾出去」、「不再噤聲、不再恐懼，中國共產黨在這裡不受歡迎」。 雖然使館建案曾二度遭地方議會和政府否決，上一級的大倫敦市政府也選擇不介入，但去年7月國會大選、發生政黨輪替後，英國新的中央政府決定動用法規權限，於同年10月將中國使館建案召回中央審議。主責的住房、社區暨地方政府事務大臣預計今年9月中旬以前對建案作出裁決。 受該部會支持、但依成立宗旨須提供專業獨立意見的英格蘭土地利用規劃督察局（Planning Inspectorate）已就建案提出正面的評估結果，即建議核准。按往例，儘管可能對申請方提出附帶條件，大臣的裁決多與督察局的評估結果方向一致。 史密斯批評，在使館預定地，地面下有重要電纜通過，連接金融機構、甚至情報機關，批准建案將是十分荒謬的決定。 艾爾頓則質疑，英、中官方之間是否有秘密交易，例如以批准中國巨型使館建案換取北京解除對英國國會議員的制裁。他說，他相信，所有被制裁議員都不會願意涉入這種交易。 外交大臣拉米（David Lammy）24日在國會就英國對中關係全面盤點（China audit）報告重點結論時，中國巨型使館建案備受出席議員關注。回應議員質詢，拉米強調，英中政府之間沒針對任何議題進行「骯髒交易」。 艾爾頓和史密斯皆遭北京制裁，理由為散布關於新疆人權情勢的「虛假訊息」。史密斯是IPAC在英國的共同主席，艾爾頓、麥道高以及另一位參與今天街頭行動的工黨籍下議院議員奈許（James Naish）皆為IPAC成員。 奈許說，他的選區內有1000多位港人，為選民發聲是他的責任，而許多港人確實擔憂巨型使館將影響他們在英國自由、安全生活的權利。 今天同時是英國「外國影響力登記計畫」（FIRS）上路實施首日。FIRS與自2023年12月生效的英國「國家安全法」有關，目前僅伊朗、俄羅斯名列FIRS的「加強管控」等級，中國未入列，引發不少議論。 …
